### Television Broadcasting Services Elko, Nevada

This document amends the Table of TV Allotments (table) of the Federal Communications Commission's (Commission) rules by substituting VHF channel 10 for UHF channel 20 at Elko, Nevada in response to a petition for rulemaking filed by Reno (KENV-TV) Licensee, Inc. (Licensee), the licensee of full power television station KENV-DT (KENV-DT or Station), Elko, Nevada. The Media Bureau (Bureau) previously granted a petition for rulemaking submitted by the Licensee to substitute UHF channel 20 for VHF channel 10 at Elko in the table, and subsequently granted a construction permit for its new channel. The Licensee states that it was unable to complete construction of the channel 20 facility by the deadline specified in the Station's construction permit. The Licensee filed the instant petition to amend the table to substitute VHF channel 10 for UHF channel 20 and allow KENV-DT to continue to operate on channel 10 at its licensed parameters and provide uninterrupted service to viewers. The staff engineering analysis finds that the proposal is in compliance with the Commission's principal community coverage and technical requirements, including the interference protection requirements. In support of its channel substitution request, the Licensee filed comments reaffirming its interest and stating that it commits to promptly take any and all steps that may be necessary to effectuate the channel substitution proposed in the petition. An individual commenter, Steven Quinn Singleton, also filed comments, which, for the reasons discussed in the Report and Order referenced below, the Bureau denied.

### Voluntary Consensus Standards Update; Formaldehyde Emission Standards for Composite Wood Products

The Environmental Protection Agency (EPA) is publishing a final rule to update the incorporation by reference of several voluntary consensus standards in the Agency's formaldehyde standards for composite wood products regulations under the Toxic Substances Control Act (TSCA) due to the standards having been updated or superseded by the issuing organizations. These new standards primarily update test methods and product standards concerning composite wood products that use formaldehyde. EPA is also conforming these updated standards in the scope and definitional sections in the final rule and incorporating by reference a new small scale quality control chamber test method, similar to current methods already incorporated by reference. EPA is also removing one standard that was previously incorporated by reference to avoid redundancy, given that another identical, internationally recognized version of the standard is already incorporated by reference in this rule.

### Airworthiness Directives; Airbus Helicopters

The FAA proposes to supersede Airworthiness Directive (AD) 2013-01-05, which applies to certain Airbus Helicopters (Eurocopter France) Model AS350B3 and EC130B4 helicopters. AD 2013-01-05 requires revising the Limitations section of the rotorcraft flight manual (RFM) supplement to reduce the starter generator operating current to 180 amperes (amps) and installing a placard in the instrument panel to indicate the revised limitation. Since the FAA issued AD 2013-01-05, the manufacturer determined the applicability needs to be revised to add helicopters equipped with certain part numbered starter generators and to remove helicopters with certain engines installed. This proposed AD would require revising the Limitations section of the RFM supplement of the existing RFM for the helicopter, to reduce the starter generator operating current to 180 amps and installing a placard in the instrument panel indicating the revised limitation. The FAA is proposing this AD to address the unsafe condition on these products.
